A view of Seoul Forum 2016: How the cultural organizers survive in the local area

The Seoul Foundation for Arts and Culture hosted the Arts change Seoul Forum 2016 on Dec. 21, which shed light on the new method of encounter between city and art. Twelve teams of cultural organizers were brought together under four keywords: youth, commerce, village, and urban space. The team is made up of young artists and organizers in their 20s and 30s, who are planning various programmes and merchandise in unattractive spaces, such as the rooftop of the mall, the closed public bath, or the vacated shop space in the market. They would sometimes cooperate more flexibly with the village and companies, market themselves, service aggressive programmes and design, and survive in the neighbourhood by forming small markets. This forum displays the current state of the most active locally centred cultural activities that are lead voluntarily by private organizations in Seoul, in the period in which the Culture Fundamental Act and Regional Culture and Arts Promotion Act was established, enforced, and expanded.
The forum was a heated discussion between various participants, along with cultural organizers from all over the country. Twelve teams not only introduced their activities, but also shared their know-how, prospects, and concerns. Jeong Hyu Sik (Art Susaek Union) commented that ‘During our activities, we should not forget that we ourselves are creators’. Shin Hyun Gil (Art bridge) added ‘It is important to maintain the initial intentions. Moreover, the affection emanating from the local villages kept me going’. The forum displayed the overall flow created by new artistic activities derived from protracted concerns, instead of an impetuous frame suggesting that individual art activities are changing the city.
