Practical Planning for Development: Government¡¯s Saemangeum Land Use Proposal
Prior to Jeollabukdo¡¯s national promotion of their Saemangeum Land Fill Project, the previous government had announced, in April of 2007, a ¡®Basic Plan for the Utilization of the Land of the Saemangeum Landfill Project,¡¯ which had laid out the following: agricultural us-70%; and miscellaneous use-30%. In 2008, the new government announced a different plan: to turn Saemangeum into an economic center for Northeast Asia and an international free economic zone. Thus, the revision of the proposal to use the land fill for agricultural purposes became inevitable. To that effect, the new administration announced the ¡®Saemangeum Landfill Use Proposal¡¯ to establish a new vision for the area and to deal with the rapidly changing circumstances.
